
JK Govt Approves Monthly Stipend for Foreign Medical Graduate Interns
The Jammu and Kashmir Government has sanctioned a monthly stipend of ₹12,300 for Foreign Medical Graduates (FMGs) pursuing internships in Government Medical Colleges across the Union Territory. The order, issued by the Health and Medical Education Department under Government Order No. 71-JK(HME) of 2025, comes into effect immediately.
The stipend is applicable to FMG interns for a period of one year from the date of the order. The decision aligns with National Medical Commission (NMC) guidelines.
The stipend for FMGs interning in private medical colleges will be covered by the respective institutions. The approval follows clearance from the Finance Department (U.O. No. FD-Code/62/2021-03-1087, dated 17-01-2025).

Conditions for Stipend Disbursement
- The stipend will be provided only if funds are available under the relevant account head.
- Payment to FMGs must adhere to NMC guidelines.
- Private medical colleges must fund stipends for their FMG interns.
The decision has been welcomed as a significant step towards supporting foreign medical graduates who seek clinical training in India. The stipend aims to ease financial burdens on FMG interns and encourage them to serve in J&K’s healthcare sector.
The order was issued by Dr. Syed Abid Rasheed Shah, IAS, Secretary to the Government, Health and Medical Education Department. It has been circulated to key government officials, including the Principal Accountant General, J&K, and heads of Government Medical Colleges.
