
J&K Government Accelerates e-Office 2.0 Rollout to Block and Tehsil Levels.
Jammu, June 2, 2025:
In a significant step towards digital governance, the Government of Jammu and Kashmir has issued Circular No. 13-JK(GAD) of 2025, instructing all District Development Commissioners (DDCs) to ensure the comprehensive implementation of e-Office 2.0 up to the Tehsil and Block levels by June 15, 2025.
This move follows Government Order No. 30-JK(ITD) of 2025 dated April 16, 2025, by the Information Technology Department, which constituted various teams at the State, Divisional, and District levels to oversee the transition from manual file handling to a fully digital e-Office system. The initiative aims to enhance transparency, efficiency, and accessibility in government operations across the Union Territory.
Key Directives Issued:
Comprehensive Data Collection:
DDCs are required to compile and submit essential data, including:
Available IT infrastructure (Annexure A)
Email creation status of officers/officials (Annexure B)
Employee Master Details for user mapping (Annexure C)
File head details for e-Office integration (Annexure D)
VPN details for remote e-Office access (Annexure E)
These datasets must be submitted in soft copy (XLS/XLSX) to the official email admin-jk-jkgv@nic.in.
Capacity Building:
Each district must nominate 20 officials for intensive training on e-Office 2.0. These individuals will serve as Master Trainers and provide ongoing support as Help Desk personnel within their districts.
Monitoring and Certification:
DDCs must actively monitor the implementation and certify completion by June 15, ensuring no office or end user is left out. This certificate must be jointly signed by the District Level Team and the respective Deputy Commissioner.
Infrastructure Readiness:
Administrative Departments, Heads of Departments (HoDs), and DDCs are directed to ensure IT infrastructure and leased line internet connectivity are available at all Block/Tehsil offices. Necessary budgetary provisions should also be arranged.
Ending Manual File Movement
In a firm push to modernize governance, the circular instructs that all manual file processing be discontinued, reinforcing the commitment to full e-Office adoption within the set timelines.
The Government’s ambitious digital governance drive is expected to streamline administrative processes, improve service delivery, and bring greater accountability and efficiency to public administration at grassroots levels in Jammu and Kashmir.
