India Abstains in UN General Assembly Resolution on Israel-Hamas Conflict
India, along with other nations, has abstained from voting on a critical UN General Assembly resolution addressing the ongoing Israel-Hamas conflict. The resolution, titled “Protection of civilians and upholding legal and humanitarian obligations,” aimed to establish an immediate humanitarian truce and ensure unhindered humanitarian access in the Gaza Strip. The development reflects the complexity and international divisions surrounding the conflict.
Mixed Reactions to the UN Resolution
The UN General Assembly convened in a resumed 10th Emergency Special Session to vote on the draft resolution, which was submitted by Jordan and co-sponsored by over 40 nations, including Bangladesh, Maldives, Pakistan, Russia, and South Africa. The resolution was adopted with 120 nations voting in favor, 14 against it, and 45 abstentions, with India among the countries abstaining. The abstaining countries also included Australia, Canada, Germany, Japan, Ukraine, and the UK.

Controversial Omission
The Jordanian-drafted resolution did not mention the militant group Hamas, which drew strong criticism from the United States. The US expressed outrage at what it referred to as the “omission of evil” for not naming Hamas as the perpetrators of recent terrorist attacks. Before the vote on the resolution, Canada proposed an amendment co-sponsored by the US, seeking to condemn the terrorist attacks by Hamas that took place on October 7, 2023, and the taking of hostages.
This amendment received support from India and 87 other nations, but it failed to secure the two-thirds majority required for adoption. The President of the 78th session of the UNGA, Dennis Francis, announced the amendment’s failure.
Key Provisions of the UN Resolution
The Jordanian-drafted resolution emphasized the urgent need for a humanitarian truce leading to a cessation of hostilities and demanded the uninterrupted provision of essential goods and services to civilians in the Gaza Strip, such as water, food, medical supplies, fuel, and electricity.
The resolution also called for “immediate, full, sustained, safe, and unhindered humanitarian access” for various humanitarian agencies, including the United Nations Relief and Works Agency for Palestine Refugees in the Near East and the International Committee of the Red Cross. The aim is to facilitate the delivery of humanitarian aid and establish humanitarian corridors.
