High Court Orders ₹20 Lakh Compensation for Electrocution Incident in Jammu Kashmir

The High Court of Jammu and Kashmir and Ladakh has directed the authorities to pay ₹20 lakh as compensation to Abrar Ahmad Tantray, a youth who suffered severe injuries and 78% permanent disability after being electrocuted by an exposed wire in 2007.
The judgment was passed by Justice Vinod Chatterji Koul on July 22, following the petition filed by Abrar in 2018.
Abrar was only 8 years old when he was electrocuted by a snapped 11 KV line wire while playing outside in Kujjar Kulgam village. The incident resulted in severe burn injuries on the left side of his body, leading to the amputation of his arm. Despite the severity of his injuries, no compensation was paid at the time.
In his petition, Abrar, now 21, sought compensation for the damages and requested the government to consider him for a suitable job to support himself. The Jammu and Kashmir Power Department contested the petition, arguing that it was filed after a nine-year delay.
However, the Court dismissed their objections, emphasizing that Abrar’s disability and the lack of earlier compensation were undisputed.
The Court noted that the authorities had recommended relief and rehabilitation for Abrar shortly after the incident, but no action was taken.
Consequently, the Court ordered the payment of ₹20 lakh, with an additional 6% annual interest from the date of the petition’s filing in 2018 until full payment is made.
Advocate Areeb Kanth represented Abrar, while Additional Advocate General Alla ud Din Ganai and advocate Shaila Shameem appeared for the respondents.
