
Govt Forms District Panels to Prevent Student Suicides in Jammu Kashmir
SRINAGAR: The Jammu and Kashmir government has constituted District Level Monitoring Committees to oversee the implementation of mental health protection measures and the prevention of student suicides across all educational institutions in the Union Territory.

The decision, issued through Government Order No 117-JK (GAD) of 2026, follows directions passed by the Supreme Court of India in Criminal Appeal No. 3177 of 2025 (arising out of SLP(Crl) No 6378 of 2024), titled Sukdeb Saha v. The State of Andhra Pradesh an Ors.
Each district committee will be chaired by the Deputy Commissioner and include the Chief Education Officer, Chief Medical Officer, District Social Welfare Officer, and a representative from civil society, nominated by the Deputy Commissioner.
The committees are tasked with overseeing the implementation of the Supreme Court’s guidelines, conducting periodic inspections of educational institutions, and examining and addressing complaints related to mental health and student suicides.
The government order emphasises that these committees will function as the primary bodies at the district level to ensure adherence to national legal directives and to strengthen measures aimed at safeguarding student welfare.
By Order of the Government of Jammu Kashmir, the committees are expected to begin functioning immediately, marking a significant step in institutionalising mental health monitoring and suicide prevention in the UT’s educational system. KL
