Germany Votes to Legalize Cannabis: A Controversial Move Sparks Debates
The German parliament made a historic decision on Friday, voting to legalize the possession and controlled cultivation of cannabis starting in April. Despite facing strong opposition from both political rivals and medical associations, the new law signals a significant shift in Germany’s stance on marijuana.
Liberalizing Cannabis Laws: Germany Joins Malta and Luxembourg
Under the approved legislation, individuals will have the opportunity to obtain up to 25 grams of cannabis per day for personal use through regulated cannabis cultivation associations. Additionally, citizens will be allowed to have up to three plants at home. However, a notable restriction remains in place – the possession and use of the drug will remain prohibited for individuals under the age of 18. These changes position Germany among the countries with the most liberal cannabis laws in Europe, aligning it with Malta and Luxembourg, which legalized recreational use of the drug in 2021 and 2023, respectively.
Health Minister Advocates for Change Amid Opposition Criticism
Health Minister Karl Lauterbach, advocating for the controversial law, urged members of parliament to support the measure, emphasizing that the current situation is untenable. Accusing the coalition government of prioritizing ideology over the nation’s well-being, Lauterbach highlighted the need for change.
Medical Associations Express Concerns Over Potential Health Risks
Despite the parliamentary approval, the law faces criticism from medical associations and health groups. Experts warn about the potential impact of cannabis use, particularly among young people, on the central nervous system, increasing the risk of psychosis and schizophrenia. Thomas Fischbach, president of the German federation of doctors for children and adolescents, expressed broad opposition among medical associations to the plans, emphasizing the potential serious consequences for both physical and mental health.
Cannabis Social Clubs and Future Plans
The legislation paves the way for the establishment of “cannabis social clubs,” where regulated cultivation and distribution will take place. Operating from July onward, these clubs will play a crucial role in implementing the new law. Meanwhile, the coalition parties, Social Democrats, Greens, and the liberal FDP, are planning a second law to trial the sale of cannabis in shops in specific regions. The move to legalize cannabis has stirred debates within the German public, with a YouGov poll indicating a divided sentiment – 47 percent in favor of the plans and 42 percent against.
