
FIR against MLA Doda Mehraj Malik & 5 Others | Question’s the Ambit, Non Cooperation of Officials
Yet again, Doda district has become a centre of political heat and debate. In a recent controversy, sitting MLA Doda – Mehraj Malik and five others have been booked at Police Station Gandoh over the shifting of a health centre in Kencha village of Thathri block.
The shifting of the health centre, which was telecast live by sitting MLA Doda on his Facebook page, triggered objections from a local Congress activist contending that the administrative committee had already decided to shift the centre to the sanctioned site, triggering a hot debate and heated arguments, after which the officials intervened to prevent any sort of escalation and law-and-order problem.
Though the matter did not stop here, as the MLA also accused Deputy Commissioner Doda of favouritism and corruption. The MLA said in his Facebook broadcast that he is MLA Doda and will do everything that is needed as per public demand. He accused the administration of using force/officials to silence him.
As per reliable reports, MLA Doda and five others have been booked under FIR No. 90/2025, Sections 221, 329(3), 351(2), and 305(e) of the Bharatiya Nyaya Sanhita (BNS) at Police Station Gandoh.
As per the reports, the charges of threatening officials, removal of government property, medical equipment and records and forcible entry into premises have been reported.
What MLA Said?
MLA Doda, in his latest Facebook speech, said that he himself had visited the office of the Deputy Commissioner Doda Harvinder Singh, and also submitted a public resolution showing the public demand for relocation of the Health Centre to the building where it now stands. He also attached a copy of that resolution which reads, “I marked this application for CMO Doda in June to shift centre on public demand to the best suitable place but DC wants to favour mafia and shift it to his CHAATUKAAR who comments ‘DC Doda Is Great’ on social media.” Even the copy says, “It has come to my notice that even after public resolution and affidavit, some officials in administration are favouring a mafia and shifting Centre Kencha into his house. You are hereby strictly warned don’t run mafia in Constituency and it should be shifted on public demand within 2 days else the public will shift themselves to the desired place.” The copy also pinpoints the date as 13/06/2025.

MLA Doda in his last Facebook video address alleged that Deputy Commissioner Doda is involved in this and accused him of favouritism. He said if I am lying, the Deputy Commissioner should visit on the ground and see the condition. He said the health officials have not paid the rent and termed it as severe injustice with the person who constructed the building for the centre on a loan amount. The MLA said that the person took a 2-lakh loan and constructed the building and gave it to health officials on rent, but since 4 years, health officials have not paid rent. However, the health officials refuse to pay the rent, alleging the construction of the building on state land, as per the MLA’s latest video speech.

However, the public mandate should also be respected. The MLA said he has personally telephoned Deputy Commissioner Doda and six deputations have been submitted for the shifting of the sub-centre on public demand. It can’t be denied that the MLA’s order or circular could not be implemented in letter and spirit. A proper enquiry should be made why no official responded to his letter or public resolution. That also seems to be a question of the public mandate. However, social media users have questioned the MLA for harsh and unparliamentary language towards the officials.
The Health Minister Sakeena should personally intervene in this matter and set up an enquiry panel to know the reasons behind this controversy, so that communication between bureaucracy and public mandate also becomes crystal clear.
