Democratic Progressive Alliance Party (DPAP) Chairman Ghulam Nabi Azad made a significant announcement during his address to various delegations from the Scheduled Tribes (ST) community in Jammu on Wednesday. In a statement that could potentially shape the political landscape of Jammu and Kashmir, Azad declared the party’s commitment to bring back the Roshni Act Scheme should they be elected to power.
Azad passionately conveyed, “If voted to power in the upcoming elections, we will reinstate the Roshni Act Scheme that had once significantly benefited thousands of economically disadvantaged individuals across Jammu and Kashmir.”

The Roshni Act, officially known as the Jammu and Kashmir State Lands (Vesting of Ownership to the Occupants) Act, was originally introduced in the early 2000s. It aimed to confer ownership rights of state land to the land occupants, particularly the underprivileged, who had been living on such land for years. The scheme was envisioned to empower the marginalized, provide them with a sense of security, and stimulate economic development in the region.

Besides discussing the potential revival of the Roshni Act, Azad also convened a meeting of DPAP’s office bearers in Jammu. During this meeting, he issued clear instructions to intensify the party’s activities, with a specific focus on expanding its membership base in Jammu and Kashmir.Azad’s directive signals DPAP’s strong resolve to bolster its presence and influence in the region. The party seems determined to engage more actively with the local population and build a strong, grassroots network.
