Delhi Civil Defence Volunteers Face Termination and Ongoing Tussle
The Lieutenant Governor of Delhi, V K Saxena, has approved a proposal from Chief Minister Arvind Kejriwal to terminate the services of all civil defence volunteers (CDVs) starting November 1 this year, marking a new chapter in the ongoing disagreements between the two authorities. LG Saxena also advised the Chief Minister to consider recruiting the terminated CDVs as Home Guards.
The decision has sparked concerns about the livelihoods of the CDVs. LG Saxena has directed that the CDVs who lose their jobs should be considered for appointments as Home Guards. This would potentially involve filling around 10,000 Home Guard positions, which the LG had previously approved.
One of the key issues raised by the LG was the fact that CDVs had not received their salaries for the past six to seven months. He expressed dissatisfaction that the relevant file had been sent to his office despite it being within the jurisdiction of the minister and the Chief Minister to decide upon.
This move has led to hundreds of CDVs launching an indefinite sit-in protest outside the Delhi Secretariat, demanding their unpaid dues. In response, the AAP government sources have indicated their intention to approach the Supreme Court if the CDVs’ services are indeed terminated.
According to government sources, some CDVs serve as bus marshals, contributing significantly to women’s safety on buses. The government is determined not to compromise on women’s safety.
LG office sources, however, accused the AAP government of spreading false information. They highlighted that the proposal to terminate CDVs was initiated by Chief Minister Arvind Kejriwal and merely approved by the Lieutenant Governor.
The issue of the continuation of CDVs as bus marshals has faced “legal objections,” and it was suggested that home guards replace them in this role. The Chief Minister suggested that CDVs be retained as bus marshals until an adequate number of home guards are appointed to ensure the safety of women travelers.
The ongoing dispute between the LG office and the Delhi government underscores the complexities of governance in the national capital, with significant ramifications for the individuals involved.
