Canada Removes Diplomats Following Immunity Threat
The Canadian government has taken the step of removing 41 diplomats from India after New Delhi threatened to revoke their diplomatic immunity. This move comes in the midst of escalating diplomatic tensions between India and Canada, with a particular focus on the recent killing of pro-Khalistan leader Hardeep Singh Nijjar.
Canada’s Foreign Minister, Mélanie Joly, announced that 41 of Canada’s 62 diplomats in India have been withdrawn along with their dependents. However, exceptions have been made for 21 Canadian diplomats who will continue their diplomatic assignments in India.
Joly stressed that the safety and well-being of the diplomats and their families was a significant concern, as revoking their immunity without due process would place them at risk. In her statement, Joly noted, “Forty-one Canadian diplomats and their 42 dependents were in danger of having their immunity stripped on an arbitrary date, and this would put their personal safety at risk. Our diplomats and their families have now left.”
Diplomatic Dispute Over Allegations and Immunity
The tension between the two nations stems from Canada’s allegations that India may have been involved in the killing of Canadian citizen Hardeep Singh Nijjar in suburban Vancouver. India, in response, has accused Canada of harboring separatists and “terrorists” but vehemently dismissed any involvement in Nijjar’s killing as “absurd.” This dispute has led to diplomatic efforts on both sides to express their displeasure.
Joly emphasized that the unilateral revocation of diplomatic privilege and immunity, as threatened by India, is not only unprecedented but also in violation of international law and the Geneva Convention on diplomatic relations. Threatening to do the same with Indian diplomats, she argued, is unreasonable and escalatory.
Impact on Diplomatic Services and Visa Cancellations
Joly further highlighted that India’s decision would impact the level of services provided to citizens of both countries. As a result, Canada has decided to pause in-person services in Chandigarh, Mumbai, and Bangalore.
This recent development follows a series of events in the diplomatic dispute, including India’s cancellation of visas for Canadians and the reciprocal expulsion of senior diplomats from both nations. The allegation of India’s involvement in the killing of Hardeep Singh Nijjar is based on surveillance of Indian diplomats in Canada, with intelligence shared by a major ally in the “Five Eyes” intelligence-sharing alliance, which includes the United States, Britain, Australia, New Zealand, and Canada.
The ongoing tensions between India and Canada underscore the significance of diplomatic relations and the potential consequences of diplomatic disputes on international diplomacy.
