
Govt Notifies Jammu Kashmir Road Safety Policy 2025

Jammu and Kashmir reported 6,298 road accidents in 2023, resulting in 893 deaths, an increase from 6,092 accidents and 805 fatalities in 2022. With over 22.66 lakh registered vehicles in the Union Territory, the government has now introduced The Jammu and Kashmir Road Safety Policy 2025 to curb accidents and fatalities by 50 percent by 2030.
The newly notified policy aims to strengthen road safety measures through an institutional framework, preventive strategies, and stricter enforcement. According to government data, 40 percent of all accidents occur in Jammu, Udhampur, Samba, and Kathua, highlighting the need for urgent intervention.
The policy includes the formation of a State Road Safety Council, headed by the Minister-in-Charge of Transport, and a lead agency under the Additional Transport Commissioner. District Road Development Committees (DRDCs) will be responsible for identifying accident-prone areas every six months, with corrective measures to be implemented within the same period.
To hold contractors accountable, the government will establish a mechanism to penalise those responsible for poorly constructed and maintained roads, including blacklisting defaulters. Development Authorities will also be tasked with creating more parking spaces, with a policy requiring vehicle owners to arrange parking before purchasing a vehicle.
The policy encourages the use of public transport over private vehicles and proposes a Non-Motorized Transport policy to safeguard pedestrians and cyclists. Additionally, awareness campaigns will be launched through print, electronic, and social media to highlight the consequences of road accidents.
Transport Minister Satish Sharma said that the policy would enhance coordination between the Traffic Police and Motor Vehicles Department to improve enforcement. He assured that agencies would be better trained and equipped to implement the new measures effectively.
