BJP Legislators Respond to Breach of Privilege Notice
Nine Bharatiya Janata Party (BJP) leaders, who received breach of privilege notices from Himachal Pradesh Assembly Speaker Kuldeep Singh Pathania, submitted their replies on Monday. Eight of them appeared personally before the Speaker, while one MLA was represented by his advocate.
Background of the Notice & Submission of Replies
On March 14, the Speaker issued notices to the nine BJP legislators under Rule 79 of the Rules of Business and Conduct of Business in the Himachal Pradesh Assembly. The notices were issued for their alleged disruption of the House proceedings on February 28, citing Article 194(3) of the Constitution of India along with relevant rules and procedures of the legislative assembly.
As per the assembly secretariat’s notice, all legislators were required to respond to the Speaker by Monday. BJP MLA Vipin Singh Parmar, representing all the legislators, confirmed that they have submitted their replies in accordance with the assembly rules and procedures.
Respect for the Chair
Parmar emphasized the BJP legislators’ respect and regard for the Speaker’s authority, stating that they had complied with the directives of the Chair during the incident in question. He highlighted their commitment to upholding the dignity of the Speaker’s office and expressed confidence in the Speaker and the assembly secretariat to adjudicate on the matter impartially.
The Speaker had initiated the breach of privilege proceedings based on a complaint filed by Congress legislator Ajay Solanki. The notices were issued to nine BJP legislators, namely Satpal Satti, Deepraj, Vinod Kumar, Hans Raj, Surender Shourie, Vipin Parmar, Trilok Jamwal, Inder Singh Gandhi, and Lokender Kumar. Eight of these legislators personally appeared before the Speaker to respond, while an advocate filed the reply on behalf of Trilok Jamwal.
Awaiting Ruling
With the submission of replies, the matter now rests with the Speaker and the assembly secretariat, who will deliberate on the responses and provide a ruling on the breach of privilege allegations against the BJP legislators. The outcome of these deliberations will determine the next course of action in this ongoing issue within the Himachal Pradesh Assembly.
