Manipur Chief Minister Urges Tightened Border Security and End to Free Movement Regime.pic/ndtv
In a significant development, Manipur Chief Minister N Biren Singh has called upon the Home Ministry to revoke the free movement regime along the India-Myanmar border and expedite the completion of border fencing. The existing free movement regime permits residents residing in proximity to the India-Myanmar border to traverse up to 16 kilometers into each other’s territories without the requirement for official documentation.
Addressing Border Security and “Illegal Immigration” Concerns
Mr. Singh made these announcements during a press briefing, where he emphasized his government’s unwavering commitment to addressing the issue of what it deems “illegal immigrants.” He underscored the imperative for comprehensive fencing of the India-Myanmar border to bolster security measures. According to Mr. Singh, the Home Ministry has already initiated steps to fence a substantial 60 kilometers of the international border within Manipur.
Assessing the Manipur Crisis and Border Security
The Manipur Chief Minister shed light on the origins of the ongoing crisis in the state, attributing it to the unintended consequences of previous administrations’ policies rather than any recent decisions. Mr. Singh noted with concern that security forces tasked with border protection were frequently stationed well within Indian territory, roughly 14-15 kilometers away from the border’s zero point.

Prioritizing Critical Issues within Manipur
Amidst the ongoing challenges, Mr. Singh stressed the paramount importance of focusing on pressing concerns within Manipur. These include addressing the inflow of illegal immigrants, spearheading welfare initiatives for internally displaced individuals, and combating the pervasive issue of extensive poppy cultivation.
The Ongoing Manipur Crisis and Its Underlying Causes
The state of Manipur has been grappling with a protracted crisis that escalated on May 3 when ethnic violence erupted during a tribal solidarity march in the hill districts. The march originally served as a protest against the demand by the Meitei community for Scheduled Tribes status. Allegations have arisen suggesting the involvement of illegal immigrants from Myanmar in the recent outbreak of violence.
Complex Dynamics: Border Tensions, Deforestation, and Demographic Changes
Manipur shares a substantial 390-kilometer border with Myanmar, and tensions have been fueled by concerns over deforestation, widespread poppy cultivation, and shifts in demographic composition in certain areas of the state. Many attribute these challenges to the presence and activities of illegal immigrants from Myanmar.
Claims of Arms Supply to Insurgents
Further complicating the situation are allegations that insurgents in Manipur have received arms supplies from Myanmar, intensifying security concerns and prompting calls for stricter border controls. As the Manipur Chief Minister raises these critical issues and calls for border security measures, the region continues to grapple with a complex set of challenges, including ongoing violence, demographic changes, and the multifaceted impact of illegal immigration from neighboring Myanmar.
