JKBOSE Directs Affiliated Private Schools to Exclusively Implement Prescribed Curriculum and Textbooks

The Jammu and Kashmir Board of School Education (JKBOSE) has issued a directive to private schools affiliated with the Union Territories of Jammu and Kashmir and Ladakh, mandating the adoption of its specified curriculum and textbooks for all classes starting from the upcoming academic session.

In a notification from the Director Academics of JKBOSE, it was emphasized that any divergence or failure to comply with the board’s instructions, the government of Jammu and Kashmir’s directives, or the non-adoption of JKBOSE-prescribed textbooks and curricula by any academic institution would result in disciplinary action. Such consequences could include the imposition of penalties up to Rs. 50,000 or a combination of both measures.

The directive, issued in August 2022, urged all affiliated private schools in the UTs of J&K and Ladakh to ensure the implementation of textbooks published by JKBOSE. Initially, this applied to classes 6th to 8th, starting from the Academic Session 2023-24. A writ petition filed by the Private Schools United Front challenging this notification was subsequently dismissed by the High Court of J&K and Ladakh. The court’s order affirmed that the board has the right to mandate the use of textbooks it publishes.

In light of this, JKBOSE officials have instructed all affiliated private schools in the UTs of J&K and Ladakh to adopt the curriculum and textbooks prescribed or published by JKBOSE starting from the upcoming academic session in 2024-25, covering classes 1 to 12. The directive explicitly prohibits schools from compelling parents or students to purchase books or materials other than those published and prescribed by JKBOSE.

The board has also advised parents to promptly contact or inform the relevant authorities if any school attempts to enforce the purchase of books not published by JKBOSE.
