Winter Session of 17th Lok Sabha Adjourned: Records 74% Productivity
The recently concluded Winter Session of the 17th Lok Sabha, scheduled from December 4, 2023, was adjourned a day earlier than planned, with Lok Sabha Speaker Om Birla highlighting a 74% productivity rate. The session, spanning 14 sittings over approximately 61 hours and 50 minutes, accomplished several legislative milestones.
Speaker Om Birla stated that the House witnessed the introduction of 12 Government Bills, with 18 bills successfully passed. Notable among these were the Bharatiya Nyaya (Second) Sanhita, 2023; Bharatiya Nagarik Suraksha (Second) Sanhita, 2023; Bharatiya Sakshya (Second) Bill, 2023; Central Goods and Services Tax (Second Amendment) Bill, 2023; and Telecommunications Bill, 2023. Additionally, discussions on Supplementary Demands for Grants and Demands for Excess Grants were held and passed during the session.
During this session, 55-starred questions were addressed orally, while 265 matters were taken up under Rule 377. A total of 182 Matters of Urgent Public Importance were raised, and 35 reports were presented by the Department-related Standing Committees of the Lok Sabha. Moreover, 33 Statements were made under Direction 73A, alongside 34 Statements related to parliamentary business, including those made by the Minister of Parliamentary Affairs.
Furthermore, Speaker Om Birla highlighted that 1930 papers were presented during the session, with the Lok Sabha adjourned sine die a day early following the passage of crucial bills, such as the Chief Election Commissioner and Other Election Commissioners (Appointment, Conditions of Service and Term of Office) Bill, 2023, and the Press and Registration of Periodicals Bill, 2023.
The Winter Session, which encountered a security breach on December 13 when two individuals breached security in the Lok Sabha chamber, also witnessed the suspension of 100 opposition MPs for “misconduct.” The session was marked by discussions surrounding the replacement of the Indian Penal Code (IPC) of 1860, Code of Criminal Procedure (CrPC), and Indian Evidence Act of 1872. Home Minister Amit Shah emphasized significant changes in these laws during the Lok Sabha debate.
Originally slated to conclude on December 22, the Winter Session was adjourned ahead of schedule, culminating in a series of legislative accomplishments and substantial parliamentary debates.
