    Union Minister Anurag Thakur highlighted the transformative impact of the Press and Registration of Periodicals Bill, 2023, emphasizing its role in eliminating outdated colonial-era practices and fostering digital advancement in India.

    Passed in both Lok Sabha and Rajya Sabha, Thakur, while addressing the Lok Sabha debate, emphasized the bill’s significance in breaking away from colonial legacies and criminal elements. He stressed its potential to drive Digital India, streamline business operations, and improve citizens’ lives. Thakur underscored the pivotal role of the media in a democracy, highlighting its importance in public discourse.

    Thakur highlighted how the bill aims to replace the archaic Press and Registration of Books Act of 1867, originally crafted by the British to serve their interests in perpetuating their rule. He outlined the bill’s modernized approach, specifically pointing out the simplification of the title verification process. Previously, individuals had to repeatedly visit the District Magistrate’s office, whereas now, this verification can be swiftly achieved with a simple click, aligning with the nation’s digital transformation.

    Criticizing the previous administration, Thakur accused the Congress of neglecting efforts to reduce bureaucratic hurdles during their tenure. He highlighted their purported enjoyment in maintaining a system that necessitated frequent office visits. Thakur highlighted the flaws in the bill brought in 2011 and criticized the lack of initiatives to streamline bureaucratic delays during the 2004-2014 period.

    The Press and Registration of Periodicals Bill, 2023, seeks to modernize the title verification and registration process for periodicals by the Press Registrar General of the Registrar of Newspapers for India (RNI). Among its provisions are regulations related to newspaper circulation and verification, along with stipulations requiring prior approval from the Central Government for the publication of foreign periodicals’ facsimile editions in India.
