Indian Institute of Public Administration (IIPA), a renowned academic institution for training and research in Public Administration, has set its sights on enhancing cyber security and data privacy in the realm of governance. The institute, under the leadership of Union Minister Dr. Jitendra Singh, Chairman of IIPA, is committed to addressing potential cyber threats emanating from non-state and state actors.

A Focus on Securing Digital Assets

Dr. Jitendra Singh called upon the institute to dedicate its efforts to the creation of a secure and effective cyberspace while safeguarding digital assets within the government framework. The increasing vulnerability of digital systems was exemplified earlier this year when AIIMS, Delhi, a premier medical institution, fell victim to a series of cyberattacks. According to a report by cybersecurity firm CloudSEK, cyberattacks on Indian government agencies more than doubled in 2022, with India’s share in total cyberattacks on government agencies rising to 13.7% from 6.3% in 2021.

Future Academic Focus

The IIPA’s Executive Council, presided over by Dr. Jitendra Singh, approved the institute’s academic agenda for 2024. The upcoming academic session will spotlight eGovernance Initiatives, Inclusive Service Delivery, and India’s role in Climate Change Mitigation. These themes will serve as the core focus of the institute’s journal, the “Indian Journal of Public Administration.” Its Hindi equivalent will emphasize “Sustainable Development.”

A Technological Paradigm Shift

Dr. Jitendra Singh lauded the significant strides made in technology, cleanliness campaigns, accountability, and transparency in government functioning under Prime Minister Narendra Modi’s leadership over the past nine years. He highlighted the G20 Summit New Delhi Declaration’s endorsement of the ‘G20 Framework for Systems of Digital Public Infrastructure,’ recognizing the pivotal role of DPI in service delivery. He stressed the importance of skillfully harnessing Artificial Intelligence in the future.

Sharing Knowledge for Aspiring Youth

Dr. Jitendra Singh urged the IIPA to leverage its vast repository of knowledge and share it widely through various social media platforms. The curated subject-specific lecture series offered by the institute could be a valuable resource for aspiring youth, particularly those preparing for UPSC Civil Services and other exams. He noted that the IIPA’s wealth of knowledge could rival that of many private coaching academies.

Integration and Success Stories

In addition to disseminating knowledge, Dr. Jitendra Singh called for the integration of various government capacity-building programs. He encouraged the IIPA to establish a strong social media presence by showcasing ten success stories in the form of short videos. By aligning its programs with the Capacity Building Commission, the IIPA has the potential to become a hub of new knowledge.

Collaboration with State Governments

Over the past year, the IIPA has initiated training programs for state government officials in collaboration with State Administrative Training Institutes (ATIs) from Bihar, Maharashtra, Govt. of NCT Delhi, Allahabad High Court, J&K Urban Local Body, and more. A total of 32 training programs for state governments were conducted, further solidifying the institute’s commitment to capacity building and knowledge sharing.
