Kishtwar ACD Rejects Ex-DDC Member’s Allegations of Delay in Complaint Inquiry, Cites Non-Cooperation
KISHTWAR, October 21, 2026 [VoM News]: The Office of the Assistant Commissioner Development (ACD), Kishtwar, has rejected allegations of administrative inaction raised by former Marwah DDC member Sheikh Zaffarullah over the alleged delay in an inquiry into his complaint concerning irregularities in public works.
In a detailed rebuttal issued on October 21, ACD Kishtwar Manoj Kumar said Zaffarullah’s complaint was received on March 28, 2026, but was initially found to be “vague, general and lacking in specific particulars” required for verification.
According to the official communication, the complainant was subsequently asked on multiple occasions to provide specific details, supporting documents and identify works alleged to be substandard, non-existent or otherwise irregular.
The department said an Assistant Director Planning was appointed as Inquiry Officer and physical verification was scheduled in June. It alleged that Zaffarullah did not attend the scheduled verification despite being informed.
Another verification exercise was scheduled from October 1 covering works in several Panchayats, including Changer, Nowpachi-A, Nowpachi-B, Yourdoo, Pethgam, Qaderna-A and Ranie-A. The department claimed the complainant again neither participated nor deputed an authorised representative.
The ACD maintained that the time taken could not be attributed solely to administrative inaction, arguing that lack of supporting material and non-participation had constrained completion of the inquiry.
The communication was issued as a factual rebuttal to allegations made by Zaffarullah in a video circulated on social media.
