    Turkey Rules Out Offensive Troop Deployment Under Mecca Defence Agreement says, Turkish Foreign Minister Hakan Fidan

    ANKARA, October 8, 2026 [VoM News]: Turkish Foreign Minister Hakan Fidan stated that Turkey would not send troops into another country’s territory for offensive military operations under the Mecca Defence Agreement, describing it as a mutual defence pact between Turkey, Saudi Arabia and Pakistan rather than an offensive military alliance.

    Fidan said the agreement requires signatory nations to assist members facing threats or attacks without granting them authority over another country’s armed forces.

    “The Mecca Agreement states that a party must protect its members from attacks; it isn’t an offensive treaty,” he stated.

    Fidan said Ankara would not deploy its forces to attack another country’s territory under the provisions of the agreement.

    The Turkish Foreign Minister also said that no further preparations were necessary before presenting the defence agreement to Parliament.

    His comments outlined Ankara’s interpretation of its obligations under the agreement concerning defence cooperation between Turkey, Saudi Arabia and Pakistan, although questions regarding its implementation remain unresolved.

    Fidan also addressed security concerns in the Middle East, including Turkey’s efforts to explore ways of helping countries facing attacks originating from Yemen by the Iran-aligned Houthi group.

    However, he did not announce any specific military operation or organisational plan related to these matters.

    Separately, commenting on Israel’s upcoming election on October 27, Fidan said Ankara did not expect any major change in Israeli foreign policy as a result of the election.

    The remarks come amid heightened regional security concerns and ongoing diplomatic initiatives aimed at preventing further militarisation of conflict zones in the Middle East.
