Punjab and Haryana High Court Orders CBI Probe Into Corruption Allegations Linked to OSD of CM Bhagwant Mann

Punjab and Haryana High Court Orders CBI Probe Into Corruption Allegations Linked to OSD of CM Bhagwant Mann

CHANDIGARH, October 5, 2026 [VoM News]: The Punjab and Haryana High Court ordered the Central Bureau of Investigation (CBI) to register a criminal case and investigate corruption allegations against Punjab Chief Minister Bhagwant Mann’s Officer on Special Duty (OSD), Rajbir Singh Ghumman, and others.

Chief Justice Ashwani Kumar Mishra and Justice Rohit Kapoor ordered that the CBI should file an inquiry report within 60 days, while also instructing the Punjab government and state police to assist the agency in conducting the investigation.

The order was issued through a Public Interest Litigation filed by Advocate Nikhil Saraf following three letters from the Enforcement Directorate seeking an investigation and registration of an FIR over suspected corruption involving Punjab government officials.

As per the ED’s claims, private person Nitin Gohal was allegedly acting as a middleman for those who wanted benefits from the government through Ghumman. The allegations included transferring money between accounts, depositing funds into bank accounts, accessing classified information from an organisation’s files or databases, and obtaining arms licences for individuals. There is no court finding establishing these allegations yet.

The development triggered political reactions, with Congress, BJP and Shiromani Akali Dal leaders demanding accountability and an impartial inquiry.

However, the ruling Aam Aadmi Party accused the BJP-led central government of targeting the Punjab government. AAP General Secretary Baltej Pannu said that the Centre was trying to undermine the state government because of its public welfare programmes.

The CBI will now look into the allegations, with the High Court directing it to submit a report within two months.
