National Human Rights Commission (NHRC) Directs States, UTs to Protect Street Vendors’ Livelihoods During Navratri, Diwali and Chhath Puja

    NEW DELHI, October 5, 2026 [VoM News]: The National Human Rights Commission (NHRC) has directed all States and Union Territories to protect the livelihood and human rights of street vendors, hawkers, potters and small traders during the upcoming Navratri, Diwali and Chhath Puja festivals.

    Directions are based on allegations that there is an unjustified eviction of vendors from various towns; confiscation of merchandise; imposition of penalties; and intimidation by police officers while celebrating festivals.

    NHRC is aware that there were some similar cases reported in previous years’ festivals which they are addressing now through this notice sent out from their office under member Priyank Kanoongo for further investigation by relevant State governments and local bodies.
    This year, issuing new guidelines to them, the Commission stated that vendors shouldn’t have any reason for being forced out of their jobs at home time nor lose income while celebrating holidays abroad.
    For relocating due to fires or public safety issues, authorities are being asked for appropriate alternatives like a storefronts.

    Also, the NHRC instructed authorities on how to prevent arbitrary seizure of vendor products by their employees while handling cases related to harassment, extortion or undue interference under law.
    The government is being encouraged by local authorities to support traditional jobs, local sellers and domestically produced goods through an ‘Vocal for Local’ program.

    The Chief Secretaries of all states and union territories are instructed to distribute these directions amongst district magistrates, municipalities, police officers as well as any other relevant personnel for proper execution.
    Action Taken Report for pending cases will be submitted to the Commission before October 18, 2026.
