
Justice to be brought closer: President Murmu promulgates Regulation for Jammu Kashmir High Court Bench sittings in Ladakh
LEH, India, Aug 29 [VoM News]: In a significant development, President Droupadi Murmu on Aug 27 has promulgated a regulation that will enable sittings of a bench of the High Court of Jammu & Kashmir and Ladakh at the Union Territory of Ladakh-this, ensuring easier access to higher judicial remedy in the remote region.
The Union Territory of Ladakh (Sitting of the Bench of the High Court of Jammu and Kashmir and Ladakh in Ladakh) Regulation, 2026 was promulgated the same day, by the Union Ministry of Law and Justice, and was published in the Extraordinary Gazette of India the very day.
The regulation was received well by the Administrator, Ladakh, Lt Governor Vinai Kumar Saxena, who tweeted that notification had been issued within seven days of the August 20 meeting in which it was finalized by the Union Cabinet that would allow a High Court bench in Ladakh-thanking Prime Minister Narendra Modi and Union Home Minister Amit Shah on a “historic step”.
It is understood by all that physically, justice is essential for a land like Ladakh, where travel both by road and air is both time-consuming and costly-this reform would ease those two burdens immensely on litigants in Ladakh-on account of not having to undertake journeys outside the UT for higher judicial relief-.
The actual terms of the regulation state that the Principal seat of the common High Court shall remain where it is, but judges/divisions can now sit at locations in Ladakh, nominated by the Chief Justice with the approval of the Lt Governor, though by law the CJ still has the power to direct matters of Ladakh to be heard at either Srinagar or Jammu.
The law covers the whole of Ladakh and shall come into effect from such date as the administrator shall specify in the official gazette.
