Students Protests: Central Govt To Introduce Anti-Paper Leak Law On Monday, All Eyes On It

New Delhi, July 27, 2026 [VoM News]: The noose has been tightened regarding the paper leak issues, and, as the centre is all set to introduce the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026, in the Lok Sabha on Monday.

The bill which proposes stricter punishment, time-bound investigations and fast-track courts to deal with examination paper leak cases.

The increase in penalties and expediting the investigation and trial process for offences related to public examinations is likely included in this legislation, would be an amendment in 2024 paper leak law.

If the bill get passed, investigation into paperleak will be completed in a period of two months.

As the fast-track courts are proposed, the state and the Union territories will conduct day-to-day proceedings and conclude the trials within three months of the filing of the chargesheet.

Not only this, the bill proposes a minimum imprisonment of five years, extendable up to 10 years, along with a fine of up to ₹50 lakh for individuals found involved in paperleak matters
other unfair examination practices.

Whereas, the punishment has been enhanced to a minimum of seven years in jail and a fine of up to ₹10 crore, if the organized offense is found.

The Bill also empowers the Centre to constitute a special task force to investigate major examination-related offences and authorises state governments to designate Sessions Courts as special fast-track courts.

Nearly, 15 categories of offences, including leaking question papers, tampering with OMR sheets, issuing fake admit cards and creating fraudulent examination websites have been identified in this bill.

There was three to five years for paper leak offences, while organised cheating attracts five to 10 years of imprisonment and a minimum fine of ₹1 crore in the existing 2024 law.

The Bill has been listed for introduction, consideration and passage in the Lok Sabha on Monday.

The 36-day-long protest at Jantar Mantar by students have forced the central govt to first accepts the demands, and now, the central govt is coming with the deciding legislation.
